RTA BACKFLIP SYDNEY WILL HAVE YEARS OF CONGESTION Further call to clarify, confirms statements made by RTA’s Principal Road Design Engineer; Patrick Kenny will see the commuters of Sydney fighting jams and congestion for years to come. Mr Kenny was highly sceptical that any member of the public outside of the RTA could come up with a solution that would resolve the traffic problems faced by commuters daily. He stated “We like to give people a fair hearing”. Confirming that the intersection designs are to be examined it could take up to 18 months and pass through many departments before a decision is made about their usefulness, practicality and or effectiveness. Even after this time any actual placement into any one of Sydney’s intersections will be subject to a prolonged examination of the suitability of them to operate effectively at any particular location. Another factor considered is cost. At the meeting when Mr Kenny was asked in his expert opinion as to what he estimated the costs might be to build a Turnabout he put forward a figure of $25-30 million. As any multi level intersection is more costly than traffic lights, the RTA’s panacea for all occasions, the motorists of NSW will remain trapped in the congestion created by traffic lights and roundabouts that create the problem. Mr Kenny again confirmed that RTA would not do a computer simulation on traffic flow through Turnabouts. The earlier statement that UBTSC would be consulted during the examination of Turnabouts was also refuted. Mr Goj’s comment to this turnaround “This one decision has condemned the commuters to the daily chaos on our roads that will continue to affect Sydney’s economy for years and leave the frustrated motorists with no hope for the future. There were two people at the conference, I have a very clear memory of what was said at the meeting, that Mr Kenny has chosen to refute what was said and took place has left me stunned. After waiting three years just to get an appointment with the RTA this is ridiculous. The biggest objection to Turnabouts is cost. I question the figures quoted. Costs can be reduced by a significant amount when Turnabouts are prefabricated off site in a production line. A single individual Turnabout will naturally cost more but when produced in large numbers and assembled on site this cost reduces significantly. As roads are standard width this makes the Turnabout a standard product, the more you build the less they cost. The setup costs initially will be have to considered but once the production process is in operation actual fabrication costs come down. Building in prestressed concrete there is a major problem with tolerances, important when assembling anything. An alternative where tolerances are more acceptable and fabrication is faster is to use the latest weathering steels available that have been used very effectively on the Leeds Circular ring road where one of the major bridges has been constructed from this material. Made up of a composition that may look a rusty orange colour at first, over a period of time the steel will become a more muted brown colour that will fit very well into the Australian landscape. This bridge, unlike the Sydney Harbour Bridge which is continually being painted end to end, will never require painting as the steel is corrosion proof . Thereby any maintenance costs are significantly reduced and building in steel would help the industry as the fabrication need not be done by just one company. This will mean jobs that are needed spread over a wider area. I expected that this breakthrough would have been fastracked so the motorists would benefit but this is obviously not the policy of the RTA and or the Government. The RTA has no solution to congestion yet do not have the foresight or forward vision to look at the only solution that works effectively. This entrenched closed shop attitude and mentality by the RTA is not uncommon in large government bodies. When teaching in TAFE over a period of twelve years I experienced it a number of times. I will be writing to the Minister for Roads about this matter in the near future.” As to the effectiveness and need for a computer simulation he said. “Every driver knows the problems with traffic lights. They just stop you. If the road is clear you still wait for the robot to turn green. Roundabouts make you wait as you have to give way to the vehicles on the roundabout. Motorists whether turning left, right or going ahead all have to wait just to enter a roundabout. Any person in an anarchistic frame of mind can create absolute gridlock using a roundabout. All they need is a few friends and by driving nose to tail round and round prevent any other traffic from entering the roundabout. If they did this at peak time there would be queues on all the access roads within minutes. Those drivers waiting would naturally become very frustrated and angry. This cannot happen with a Turnabout as we take turns on the merge point. Using a Turnabout, driving through main road traffic doesn’t stop, to left turn into the suburbs you slow, turn and don’t stop and you have your own lane. For right turn you slow take your turn on the merge on the Turnabout and enter the suburb, separated from the oncoming left turn traffic, in your own lane. When turning left from a suburb you enter a slip road and merge, turning right is done through the Turnabout and you again enter a slip road to merge. Any normal sensible person can see the immediate advantages without a computer simulation. A computer simulation would just confirm what common sense tells you” A shareholder commented “This has been a setback but when something is right you just have to wait until it is accepted. NSW RTA REFUTE CLAIMS THEY WOULD USE TRAFFIC SIMULATION PROGRAMS
RTA back flips on resolving roads congestion. They reject that Turnabouts would be considered on NSW Roads.
After being contacted by a national newspaper in regard to the meeting that took place on Friday the RTA have categorically stated that they will not use their Computer simulation program to evaluate Turnabouts.
Further they state that they have no intention to use Turnabouts in replacing any roundabouts or any intersections that currently create jams and congestion on Sydney’s and the States roads.
During talks the roundabout at the Northern Road, Glenmore Parkway, Penrith, traffic lights at North Richmond and other intersections in the Sydney area were used as examples to highlight existing problems and compared against the Turnabout that will resolve those problems.
Prepared to spend $250,000 to study the roundabouts at Glenmore Parkway the Turnabout will not be considered and has been rejected.
A question that has to be asked is what RTA intersection design will resolve the problem?
In a telephone call received by Mr Goj from RTA’s, Mr Kenny, it was stated that the RTA would not spend the money on a computer simulation and that they outsource many of the simulations to private companies. Mr Kenny stated, ”From a commercial point of view why should the RTA spend money to prove your product”
Catch 22
The situation then is that a public servant working from the public purse in the RTA, charged with improving the road system, refuses to analyze a product that benefits all commuters and transport within the State and yet the same authority has no solutions that resolve the daily problems experienced by the commuter.
The looser here is the commuter and the travelling public.

NSW RTA TAKES FIRST STEP TO ELIMINATE JAMS, GRIDLOCK AND CONGESTION
RTA to use sophisticated computer traffic simulation programs to evaluate Turnabouts. How soon will motorists, without stopping, get a cross city drive in peak traffic?
Sydney is one step closer towards 21st Century Liquid Flow Traffic Technology.
During last Fridays talks with the RTA’s Principal Road Design Engineer, Patrick Kenny, a number of issues were evaluated, discussed and many agreements reached.
Mr Kenny agreed that the RTA will further consult with UBTSC CEO Jozef Goj at future meetings with other road engineers within the RTA before, during and after the state of the art computer simulation is done.
The Terrasphere and Terradome Turnabouts were of particular interest and were examined, discussed and looked at in great detail. The T Turnabout, the High Speed Interchange and the Starburst Interchange model that has a freeway with three roads joining either side, made to prove the concepts of Liquid Flow Traffic were also examined and were of great interest to Mr Kenny.
After the meeting Mr Goj said, ”I was pleased to meet with Mr Kenny and to have such an honest open frank friendly discussion and meeting with positive outcomes. The computer simulation will show that the Turnabout is capable of moving, without stopping, more vehicles through it in less time than any other intersection used today. The standard multi lane roundabout on main roads will become redundant. Together we took some great steps forward today.”

Mr Kenny said “The models are very impressive when explaining the many advantages of the Turnabouts.” He particularly asked they be brought to future meetings. He also said, “Their compactness would be of great benefit as they can be placed into existing intersection dimensions without acquiring more land.” During the talks some tentative costing figures were discussed.
Informed over the weekend about the results of the meeting, one of the Mum and Dad shareholders in the company, who wished not to be named, said. “I believe in this, it works so well, it’s a question of trust and time. We looked at it long term and we’re very happy with the outcome of the meeting”.

SYDNEY, FREE OF GRIDLOCK, TRAFFIC JAMS AND CONGESTION?
RTA to examine 21st Century Traffic Intersection Technology that gives motorists a cross city drive in peak traffic without stopping at a single intersection.
The RTA’s Principal Road Design Engineer, Patrick Kenny, is to examine and discuss ‘Liquid Flow Traffic Technology’ with the view of implementing and applying it into the roads infrastructure of Sydney and NSW. In one stroke this 21st Century technology will eliminate all jams gridlock and congestion. Discussions will take place with Jozef Goj the inventor and designer on Friday morning at the Parramatta office of the RTA
The meeting is the result of representations by Hawkesbury MP Ray Williams to Les Weilinga, CEO of the RTA, and the Minister for Roads request that ‘Liquid Flow Traffic’ be examined by the RTA. The Minister and Mr Williams along with other MPs from both parties received a 15 minute DVD titled ‘Liquid Flow Traffic Management Systems’ that explains why the present intersection infrastructures, some first used 141 years ago, will never resolve today’s congestion, gridlock and jams and introduced the basic principles of ‘Liquid Flow Traffic’.
A number of independent traffic experts both here and abroad have examined this technology and whilst none have rejected the concepts, it is yet to be accepted by traffic authorities that continue to build obsolete intersection infrastructure that is creating the problems.
Two typical intersections that would benefit from this new technology are the roundabout on the Northern Road at Glenmore Parkway, Penrith, and the traffic lights at North Richmond. Although they have different problems both would benefit and resolve their problems with a Turnabout.
With Sydney’s latest economic loss figures due to congestion calculated at $6 Billion annually and Increasing, this is the only solution that will eliminate that loss completely. Single parent and working mum Janelle Shute from Georges Hall who has two sons, one just turned 17 and her youngest 11, commutes daily to Homebush for work, said. “It’s simple and it benefits everyone, us, the Government and the environment. I can’t wait to drive without stopping because it will save my time and money”.
